What 𮧓 means
It is a written variant of 革, not a separate symbol.
Character dictionaries record 𮧓 as a variant of 革, the Han character for leather or hide. Traditional Chinese etymology traces the older graph of 革 to an animal hide with its hair removed and spread out. In Chinese compounds, 革 can also mean “change” or “reform,” so the surrounding word tells you which sense is intended.
Why does Japanese text distinguish two forms?
Japanese variation selectors request a particular glyph shape.
A variation selector is a mark placed after a character to request a particular drawing. In 2017, Japan’s Moji_Joho collection registered two such sequences for 𮧓 in government character records. They distinguish glyph shapes; they do not change the character’s meaning.

Questions people ask
1Why does 𮧓 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
