What 𮭯 means
To preserve a printed character in digital texts. The Taishō Shinshū Daizōkyō gathers Buddhist scriptures and commentaries from India, China, and Japan; its print edition began in 1924. The University of Tokyo's SAT project proposed this and other characters its first digital edition could not display, so later digital texts could preserve the printed forms.
