What 𮮼 means
Public records need exact character forms that systems can exchange.
Japan’s Moji Jōhō Kiban project gathered character forms for government administration, including precise spellings of personal names. It built on Hanyo-Denshi, an earlier Japanese project on exchanging character information electronically.
Japan’s 2012 proposal for Extension F sought international encoding so public agencies could exchange those characters without having to agree on their own codes.
