What 𮯋 means
It means gums. Japanese references list gaku (a Sino-Japanese reading) and haguki (a native Japanese reading) for this character.
What did あぎ mean historically?
The related Japanese word あぎ (pronounced agi) meant the upper palate. The Wamyō Ruijushō, a Japanese dictionary compiled around 934, writes it as 腭 and glosses it as the roof of the mouth. Other Japanese dictionary citations also record あぎ for fish gills and the jaw.
