It is listed as the simplified Chinese variant of 𠏵. Unihan is Unicode’s database of Han characters. Its variant fields support character-by-character conversion, but Unicode says context can matter. In a name or ID record, do not replace one form with the other automatically.
The Extension I proposal maps 𮯹 to GIDC23-010. Unicode defines GIDC23 as the 2023 ID system of China’s Ministry of Public Security. The wider set came from a draft amendment to GB 18030.
