What means
It preserves exact name characters for identity checks. China’s Ministry of Public Security lists as a character from its 2023 ID system. A 622-character supplement was added to a draft GB 18030 update for citizen real-name certification: checking official records against a person’s name. GB 18030 is China’s standard for encoding Chinese text.
Why did the draft switch to Unicode code points?
To keep Chinese text encoding aligned with the international standard. In 2023, the first amendment draft placed the characters in code positions reserved for future international allocation. After expert review, Unicode assigned the list shared code points, and China revised its draft to use them. The year marks computer encoding, not the written form’s origin.

1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
