What means
It is a rare Han character for Chinese names.
The Unicode source record puts this glyph in a supplement for China’s public-security population-information font. The standard proposal says its characters address rare personal and place names.
The wider font effort began in 2004: Founder says it sorted rare name characters collected by police stations. In 2023, an amendment to GB 18030-2022, China’s national text-encoding standard, mapped this supplement to standard code points. Earlier, many characters occupied private-use slots assigned locally by fonts or systems, which hindered exchange.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
