What means
It is a Chinese name character. Mainland household registers are official records of family members and their registered addresses.
It is a simplified form of 𢵱, with traditional 開 replaced by its simplified form 开.
Why was it added to Unicode?
To represent a needed Chinese character in text. China's GB18030-2022 update led to a Unicode proposal in 2023 covering 603 characters. GB18030 is China's national text-encoding standard; this dates the coding request, not the written form.
The old Chinese character dictionary Longkan Shoujian lists 𢵱 in a Liao-era entry with a pronunciation note.
Formal and administrative, in mainland Chinese household records.
