What means
Use a Unicode escape for the format you need.
For an HTML entity, write . In JavaScript, use \u{2ECFC}; its older four-digit \u form cannot represent this character by itself.
What does mean?
Its source record places it in China's ID-system character set.
The IRG expands the source prefix GIDC23 as the 2023 ID system of China's Ministry of Public Security; the Unicode chart lists this character as GIDC23-269. A 2023 IRG report says extra characters in the Ministry's special font for resident ID cards had private-use codes, which made them hard to exchange between systems. A draft amendment to China's GB 18030 standard proposed permanent code points, and Unicode fast-tracked the wider set because it was considered urgently needed in China. That trail explains the character's administrative use; it does not tell you what someone means by sending the glyph alone.
Why does show as a box?
A box is a rendering failure, not a second character.
Not every font includes Extension I glyphs, and a browser must choose a font that does. In 2023, Mozilla tracked an issue where Firefox showed boxes for CJK Extension I despite a supporting font being installed; the fix was verified in Firefox 121. If you still see a box, check both the font and browser before treating it as part of the text.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
