What means
To represent rare characters in population records. China's Ministry of Public Security lists this form in its 2023 population-information supplement. GB 18030, China's encoding standard, added 622 Extension I characters for rare name and place-name forms. One component is 㹜. Shuowen Jiezi, a Chinese character dictionary from around 100 CE, describes it as two dogs biting; Guangyun, a Song-dynasty dictionary of character sounds and rhymes published in 1008, says dogs barking. Those descriptions apply to 㹜, not automatically to the whole character.
