It comes from China’s public-security ID-system source. The Unicode chart links GIDC23-315 to a 2023 entry in the Ministry of Public Security’s ID system.
The wider set was assembled to support rare characters needed in personal and place names. It was brought into GB 18030, China’s mandatory standard for encoding Chinese text.
Why might 𮴪 show as a box?
The font may not include a drawing for it. If the screen shows a blank box, the text can still contain 𮴪; the font’s coverage is separate from the character’s identity.
