What 𮵕 means

To make this character portable between systems.

China’s Ministry of Public Security customized the source font for resident identity-card registration. The supplementary set was added to support citizen real-name certification.

Before 2023, some characters from the font had only private-use code points—slots whose meanings software makers assign locally, with no guarantee that another system uses the same slot for the same character. The GB 18030 update aligned the set with Unicode’s stable positions so systems could exchange the text reliably.

1

Why can 𮵕 look different in different fonts?

It is a font difference. Unicode 18.0’s Extension I chart gives a reference shape, not a required design, so fonts can draw the same character differently.
