What 𮸴 means

To preserve a rare Chinese name character in standard text.

𮸴 comes from the Public Security Population Information Special Font, customized by China's Ministry of Public Security for resident identity-card registration. Unicode added it in Unicode 15.1 (2023); China proposed the supplement for GB 18030, its coded-character standard. Some characters in the font had private-use codes—custom-assigned positions requiring shared agreement—so they could fail to travel reliably between systems.
