What means
The Unicode source chart pairs it with 魁 (kuí).
In Mandarin, 魁 also names the winner of an exam or describes someone large and strong. The early Chinese dictionary Shuowen Jiezi records an older sense: a ladle for soup.
Its source tag, GIDC23, comes from China’s Ministry of Public Security ID system. Unicode’s 2023 group followed a draft update to China’s GB 18030 standard, which called for urgently needed characters.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
