What 𰇰 means

It follows a different proposed shortening of 囑. The 1977 second-stage draft replaced the right-hand part, 屬, with 𰍱, its proposed shorter form for 属, to create 𰇰. China stopped using the plan in 1986, citing immature forms and confusion in public writing.

Historical and technical: a Chinese spelling proposal from 1977, withdrawn in 1986.

For standard simplified Chinese, use 嘱; for traditional Chinese, use 囑.

Why does 𰇰 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
