What 𰭤 means
A long bird feather or plume. The corresponding character 翎 is líng in Mandarin; Korean Hanja (Chinese characters used in Korean) reads it 깃 령 (git ryeong), literally “feather.”
Why did a feather become a court ornament?
A plume is still a feather; its setting gives it a new role. The Han-era Shuowen Jiezi, a Chinese character dictionary, glosses 翎 as “feather.” Its parts pair 羽, the meaning element for feathers, with 令, which supplies the sound. In Joseon-era Korea, 翎毛 (yeongmo) was a bird-and-animal painting category in Gyeongguk Daejeon, a legal code.

1Why does 𰭤 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
