What 𰻎 means
It is preserved for scholarly transcription.
A 2015 Unicode submission cites its source as figure 310 on page 256 of Sarah Allan’s Buried Ideas. The book includes modern-character editions of texts written on bamboo slips in Chu script, a regional style of Chinese writing used during the Warring States period (475–221 BCE).
A 2016 Unicode report explains that encoding these transcription characters lets scholars quote and discuss the texts in digital scholarship.
