What 㗚 means
In 嘍㗚, 㗚 means speech that does not finish. The gloss 言不了 describes talk that runs on without reaching a clear point. Left-hand 口 points to speech; right-hand 栗 hints at the sound.
Taiwan’s 2024 Ministry of Education entry notes that 《說文》, an early Chinese dictionary, does not list 㗚. The earliest cited dictionary record is in 《龍龕手鑑》 (997), a Chinese lexicon for difficult Buddhist-text characters; 《廣韻》 also repeats the gloss.
Historical and lexicographic; the attested meaning appears in 嘍㗚.

Questions people ask
1Why does 㗚 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
