What 㵲 means
It marks part of a river name, not “water” itself. The Shuowen Jiezi, an early Chinese dictionary, explains 潕 as water from Nanyang. Its left part 氵 marks water; 無 supplies the sound. Other records connect 㵲 with 浕. The river 㵲阳河 runs from Guizhou into Hunan and is also called 㵲水. Here, 㵲 belongs to the full place name.

1Why does 㵲 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
