What 乀 means
It names a calligraphy stroke. In Chinese calligraphy, 捺 is the press-and-sweep stroke falling right; 磔 is another name.
Its earliest recorded definition appears in the Chinese character dictionary 說文解字, completed around 100 CE: 乀 is a leftward turn. Japan’s 2010 list of commonly used kanji (Japanese characters) omits it; Japanese references define it as a right-falling stroke.
When someone sends 乀 alone, read it as a stroke reference; the glyph gives no reliable clue about their mood.
Technical stroke vocabulary, rendered by a font as text rather than emoji artwork.
A lone 乀 is not a reliable mood signal.

Questions people ask
1Why does 乀 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
