What 县 means
It means “county” in Simplified Chinese.
In Chinese place names, it marks the administrative unit.
Related forms appear on Western Zhou bronzes; a late Spring and Autumn inscription is an early administrative example. In Early Qin, counties helped control frontier territory; after Qin unification, they came under commanderies, larger administrative regions. The older Chinese form 縣 also meant “to hang,” linking it to 懸.

1Why does 县 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
