What 堡 means
堡 means a fort or another defended place.
堡 joins 保, its sound-giving part, with 土, the Chinese character for earth or soil, which points to an earthen structure. The early Chinese dictionary Shuowen Jiezi does not include 堡. An early use is recorded in the Hizen Fudoki, a Japanese regional gazetteer (a record of places and their history) compiled in 732–739. Huilin, a Tang-era dictionary scholar, glossed the character as “high earth.” Older Chinese texts also used 保 for a related defensive sense.
During the Ming–Qing period, northern 堡寨 served as defensive settlements amid frontier pressure and unrest. In southwestern China, forts guarded routes, housed troops, supported local administration, and sheltered villagers; some later became ordinary villages. Read the whole word or place name: 城堡 means “castle,” while 堡寨 means a fortified village. A device font may draw 堡’s strokes a little differently, but it remains the same character.
Historical, military, or place-name use; the full term settles the reading.
Do not assume every place-name 堡 is read bǎo.

1Why does 堡 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
