What 嫈 means
It describes an attentive, cautious manner; dictionaries also list “good.” The Eastern Han dictionary 說文解字 (121 CE) analyzes 嫈 as 女 (“woman”) plus an abbreviated 熒 that marks sound. In 嫈嫇, it describes shyness or a young bride’s appearance; 聶嫈 and 繚嫈 are recorded personal names.
A 2015 Taiwanese essay mentions meeting 嫈 in a student’s name; that example does not show how common the usage is.

1Why does 嫈 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
