What 察 means
Close attention is the connecting idea.
An inscription on a late Western Zhou bronze vessel uses 察 in a personal name; Warring States bamboo slips use it for noticing and inspection. On bronze, 察 pairs 宀 (“roof”) with 㣇, a part that hints at pronunciation; the later seal-script form, an older formal style, uses 祭 in that role. The Han dynasty dictionary Shuowen Jiezi glosses 察 as “cover”; later commentary links 宀 with examining beneath a cover.

1Why does 察 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
