What 旍 means
It is a variant of 旌, the character for a feathered banner. An early Chinese book, 吕氏春秋 (a collection of political and philosophical writings), uses 旍 in 云旍, literally “cloud banner.” The banner word 旌旗 refers to flags or standards.
Such banners marked groups, guided movement, and rallied soldiers. Oracle-bone inscriptions (writing carved on bones used for divination) and bronze inscriptions preserve 㫃 as an early banner form, part of the same visual tradition. In classical Chinese, 旌 also has senses such as “mark,” “display,” and “commend.”
Classical banner vocabulary; obscure in casual conversation.
Use 旌 in ordinary Chinese writing; 旍 can look like a typo without historical context.

1Why does 旍 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
