What 毂 means
It names the hub at a wheel’s center.
The technical term is 轮毂. The earliest written evidence is in Warring States Chu manuscripts. Qin/Han clerical script, an early writing style, is also documented; Shuowen, an early Chinese dictionary, records the seal-script form, an older style used for inscriptions. 毂 could also mean a cart: 毂下 referred to the capital, while 毂击肩摩 depicts crowded traffic.
Technical in 轮毂; literary in fixed phrases.
Alone, it names the hub, not the whole wheel.

1Why does 毂 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
