What 治 means
Read the word around 治: its sense changes by compound.
In Chinese, 治治理 means governance or management, 治疗 means medical treatment, and 治水 means controlling water; 治 can also mean to repair. In Japanese, 治める means to govern or settle disorder, 治す to cure something, and 治る to recover. These words share a character, not an interchangeable meaning.
Where did 治 come from?
治 developed through earlier forms, not one inventor’s design.
A study of ancient writing places the familiar form no earlier than the late Warring States period. It proposes that an earlier, pre-Qin ancestor paired a silk-related part with an element related to 司 to express sorting or putting things in order. This is a historical reconstruction, not an exact first-use date. Reference works also record 乿 as an old or variant form.
The ancient Chinese dictionary 說文解字 glosses 治 as a river name. That entry does not show that governing or medical senses developed from the river’s name. 治水 means controlling water; the water part alone cannot explain all of 治’s meanings.
Context-dependent: in actual words, 治 can refer to governing, controlling water, repairing, or medical treatment.

Questions people ask
1Does a different CJK font mean a different 治?
No. CJK fonts can draw the same encoded character with different glyph shapes under regional conventions. A different drawing alone does not mean the underlying character changed.
