What 淝 means
淝 is a river-name character, chiefly used in 淝水.
《玉篇》, an early Chinese character dictionary, records the river name as originally written 肥; 肥水 is the older form. In 383, Eastern Jin and Former Qin fought beside the Fei River, which flows into the Huai River. Japanese references also write the battle name as 淝水の戦い.
