What 溡 means
In Mandarin, 溡 names an ancient river in Qi.
The river-name tradition is linked to commentary on the 《左傳》, an ancient Chinese chronicle. The form with a water component on the left is recorded in 《集韻》, a Northern Song dictionary organized by syllable and rhyme, compiled in 1037. Taiwan's Ministry of Education character-variant dictionary notes in its 2024 entry that 《說文》, an early Chinese character dictionary, does not record 溡. For this river name, 時 is an interchangeable written form.
Why does 溡 mean slightly damp in Hokkien?
That is a separate Hokkien use.
In Hokkien, a Southern Min language, 溡 means slightly moist or starting to dampen. Usage notes distinguish 濕 for damp things from 澹 for wet things; a related form is also written 漬 (simplified 渍). 起溡 describes dried material taking on moisture, while 溡潤濕 describes humid or damp conditions in Xiamen Hokkien. These are Hokkien expressions, not the Mandarin river name.
It fits a Mandarin river-name citation or a Hokkien moisture phrase; alone, it needs context.
Do not read Hokkien's slight-moisture sense into a Mandarin history passage.
