What 盼 means
It usually means hope or expectation; classical texts also use it for eyes.
The early Chinese poetry collection Book of Songs uses 盼 in 美目盼兮 to describe the eyes' dark-white contrast.
For 盼 vs 盻, compare the right sides: 分 and 兮. 眄 has 丏. Transmitted texts confused these distinct forms. 盼望 and 期盼 express expectation; 左顾右盼 means looking around.
盼望 and 期盼 are ordinary modern compounds; the eye sense is literary.
In 美目盼兮, it describes eyes, not hope.

1Why does 盼 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
