What 睲 means
It means “to look”; some dictionaries also describe shining eyes.
The earliest known dictionary gloss for 睲 is “視也” (“to look”) in 《玉篇》, a Chinese dictionary compiled in the sixth century. Its original text was later revised and largely lost; this does not establish when 睲 first appeared.
Later dictionaries 《廣韻》 and 《集韻》 add “bright-looking” and “eyes shine.” Japanese references retain readings glossed “to look” and “shining pupils.” Traditional analysis assigns the meaning role to 目 (“eye”) and the sound role to 星.
