The Han-era character dictionary Shuowen Jiezi glosses 竭 as carrying a load on the back. Classical Chinese also applies it to drying rivers, exhausted resources or effort, defeat, and loss.
竭 combines 立, a meaning cue, with 曷, a sound cue; 揭 and 歇 share that sound component.
