What 篇 means
It grew from the physical format of early writing.
Early Chinese books could be made from narrow bamboo slips with writing on them, tied together. 篇's bamboo component connects it to that format; the word broadened from a writing unit to a whole text and a book division.
In Chinese, 篇 also counts one paper or poem. Japanese uses it for literary works and book divisions; 編 is an alternative spelling in some words. A font may draw the strokes differently without making a different character.
Literary and bookish; in Japanese it appears with prose, verse, and divisions of a book.

1Why does 篇 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
