What 缮 means
It makes something whole or ready.
The earliest evidence supported here is the Han-era 《说文解字》 entry, glossed “补也,” “to mend.”
Classical examples use it for walls, defenses, and arms; no single inventor is identified in the sources reviewed.
Later Chinese adds neat transcription. 繕 is traditional: 糸 marks repair; 善 supplies the sound.
Formal and written; it suits repair reports, documents, and literary prose.
Do not read 善’s “good” meaning into 缮.
