What 苛 means
苛 means harsh, burdensome, or excessively exacting.
An early sense was “small grass.” The top component 艹 is the grass element, called the grass radical in dictionaries, and 可 contributes the sound. Historical examples include late Warring States bronze inscriptions and manuscripts from Chu, an ancient Chinese state.
The sense moved from small, fine growth to burdensome detail and then harsh treatment. The Liji (禮記), a classical Chinese text, gives the phrase 苛政猛於虎 (“harsh government is fiercer than a tiger”).
Does 苛 mean the same in Japanese and Korean?
The harsh idea overlaps, but the everyday words differ.
Japanese uses 苛政 and 苛酷 for harsh or oppressive policies and treatment; 苛立つ means to become irritated, and 苛む means to torment. Korean 가혹하다 means harsh or cruel; its Hanja spelling is 苛酷하다. Hanja are Chinese-derived characters used in Korean vocabulary.
Depending on regional CJK font conventions, Chinese, Japanese, Taiwanese, and Korean fonts can give 苛 different outlines; the encoded character and its core meaning stay the same.
What does 苛 mean when sent alone?
It signals harshness, but leaves the target unclear. If that is the whole message, use the surrounding conversation to work out what the sender considers harsh or excessive.
苛 makes a compound sound harsh or burdensome, not neutral.
苛刻 criticizes unreasonable strictness; it is not a neutral word for difficulty.

1Why does 苛 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
