What 荐 means
In modern simplified Chinese, 荐 means “recommend.” In 推荐 and 引荐, it puts a person or thing forward.
Older Chinese also used 荐 for grass and recurrence. 荐居 describes moving with the available pasture; 荐饥 means repeated famine. Read the whole classical compound to catch these older meanings.
In recommendation words, 荐 is a neutral, ordinary written form.
For “recommend” in traditional Chinese, use 薦; that choice does not apply to every historical compound.

1Why does 荐 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
