What 葻 means
It describes grass moved by wind.
The earliest written record of 葻 is in the Shuowen Jiezi, a Chinese dictionary compiled around 100 CE. Its entry explains the character through 艹, the grass element, and 風, the character for wind, which also supplies its sound.
Chinese and Korean dictionary entries record the grass-and-wind sense. Vietnamese Nôm also uses 葻 for bông (“flower”) and buông (“release”); some Chinese dictionaries list a plant-name sense too.

1Why does 葻 show as a box on some devices?
