What 蓝 means
It means “blue”; older uses also name the indigo plant and dye. The Classic of Poetry, an early Chinese poetry collection from before the Qin dynasty, includes 采蓝 (“gather indigo”) for collecting the dye plant. This dates an old word, not the simplified glyph 蓝.
青出于蓝 says color extracted from indigo surpasses its source, a metaphor for a student surpassing a teacher.
Neutral as a color word by itself; plant and dye senses depend on context.
Does 蓝 mean sad? No; that reading comes from a sound-play, not the color word.
