What 蕤 means
In Chinese, it describes plants and blossoms hanging down. The Shuowen Jiezi, a dictionary compiled during China's Eastern Han (25–220 CE), gives that hanging-flower sense.
In 葳蕤 it describes lush, hanging plant growth. In 蕤宾, 蕤 names one of the twelve notes in a traditional Chinese tuning cycle and is linked with the fifth lunar month.
Literary, chiefly at home in plant imagery and classical music.
If someone sends 蕤 alone, treat it as obscure writing, not a shared reaction.

1Why does 蕤 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
