What 觯 means
It names an ancient Chinese ritual wine vessel.
Nobody invented it on a date. Bronze 觯 turns up by the mid-Shang period, made for drinking wine in ritual life; Henan Museum traces the earliest two known bronzes to Fu Hao's late-Shang tomb at Yinxu.
During the late Shang and early Western Zhou it moved from backup beside 爵 and 觚 to a regular 爵 pairing that tended to push 觚 aside. After the early Western Zhou the bronze form faded from common use.
Formal, archaic, and museum-facing; add context in everyday chat.
Use it for the vessel or its historical setting, not as a generic cheers sign.
