What 設 means
It means “set up,” “establish,” or “put in place.”
Translate the full word or clause: 設置 means install or configure, and 設計 means design. Japanese 設定 can mean settings or a defined story premise; 設ける means establish or provide. In Classical Chinese, 設 can mean “suppose” or “if” in a hypothetical clause. Treating a possibility as “set up” is a reading aid, not proof of how the meaning developed.
Where does 設 come from?
Its written history includes an earlier spelling of the same word.
Studies of early Chinese writing connect pre-Qin uses of 埶 with the word later written 設, in the sense of arranging or setting up. A Qin-era inscription at Mount Tai gives secure evidence for 設 in that sense. This link follows the word’s use, not a guess based on the shapes.
Proposed readings of 設 in oracle-bone inscriptions—ancient writing carved on bones and turtle shells for divination—remain disputed, so they do not establish a first appearance. Breaking the modern form into parts does not, by itself, prove its origin.

1Why does 設 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
