What 謨 means
It means planning or counsel.
In the Han period, the early Chinese character dictionary 《說文解字》 explains 謨 through deliberating over a plan. 《尚書》, an old collection about government, preserves that sense in chapter titles such as 大禹謨 and 皋陶謨.
Why does 謨 feel old-fashioned?
Chinese usage is literary.
Japanese references retain the planning sense but place 謨 outside Japan’s everyday-use character list.
A Taiwan Ministry of Education dictionary glosses the Minnan phrase 謨信 as “without trust”; Minnan is a language of southern China.
Literary in Chinese; outside Japan’s everyday-use character list.
