What 跀 means

They are related forms in the same old punishment vocabulary.

Shang dynasty oracle-bone inscriptions—records carved on turtle shells or animal bones—show 刖 for cutting off a foot. The Eastern Han dictionary Shuowen Jiezi, compiled around 100 CE, defines 跀 as “cutting off a foot” and records 𧿁 as another form of 跀.

Questions people ask

1

Why does 跀 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
