What 轞 means
An enclosed prisoner cart. In the Han-era Records of the Grand Historian (史記), 轞車 names a covered cart used to carry prisoners to the capital. 轞 is absent from the text of 說文解字, an early Chinese character dictionary.
Why can 轞 evoke the sound of carts?
轞轞 evokes carts rolling. In a Tang-era hunting poem, Li Bai uses the repeated form for war chariots.
