What 迻 means
It describes movement between places; 移 is the everyday written form.
The earliest known examples are on bamboo slips from Chu, an ancient Chinese state, during the Warring States period; some come from Baoshan and Guodian. The 辵 component marks movement, while 多 provides a sound clue. The Chinese dictionary 《说文解字》 defines 迻 as movement between places. Other dictionaries also give it senses of change and transformation.
Baoshan bamboo slips used for divination—ritual attempts to seek guidance—place 迻 in a rite after an earlier prayer. Scholars differ on whether the word refers to reusing the earlier rite or to a broader transfer. Learned compounds retain it in 迻译 (“translation”) and 迻录 (“transcription”).
迻 belongs mainly to literary or specialist writing; in ordinary prose it can look deliberately archaic or like an error.
Use 移 in ordinary modern writing unless the older form is intentional.

1Why does 迻 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
