What 遲 means
It means slow or late; it can also describe hesitation.
In Chinese compounds, 遲到 means “arrive late,” 遲疑 means “hesitate,” and 遲早 means “sooner or later.”
Its older sense is slow walking, as the early Chinese dictionary Shuowen explains. Early forms appear in oracle-bone and bronze inscriptions. Small-seal script, an early standardized Chinese writing style, uses 辵 for walking and 犀 as the sound component; large-seal 遟 and variant 𨒈 are also recorded.

1Why does 遲 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
