What 隁 means
隁 is a variant of 堰, “low weir or dam.”
The Kangxi Dictionary records Mandarin yǎn, roughly “yan” with a tone that dips then rises, for “slope.”
The Yuan History chronicle uses 隁 for irrigation works in “深淘滩,高作隁” (“dredge shoals deeply; build the weir high”). The Book of Han, a Han-dynasty history, records 刘隁 as a personal name read yǎn.
Historical and technical; the irrigation sense is clearest in a waterworks context.

1Why does 隁 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
