What 飾 means
It describes finishing or improving a surface, literally or figuratively.
A 2021 study of ancient writing considers an inscription on a bronze object from the Western Zhou period a possible precursor: it may show a person with cloth. That reading remains debated. The Eastern Han dictionary 說文解字 glosses 飾 as brushing or cleaning; later commentary links removing dirt with brightness, then adornment.
Classical glosses also use 飾 for cleaning a sacrificial animal, finishing a garment's edge, and adding ornament. In Chinese, 裝飾 means decoration and 首飾 an adornment; 掩飾 means concealment and 粉飾 means whitewashing. The Japanese verb 飾る means to decorate or put something on display.
Why can 飾 mean both decoration and cover-up?
The same idea of polishing a surface can decorate or conceal.
The neighboring word points the way: an object suggests ornament, while facts, faults, or appearances can suggest concealment or spin. In that figurative use, 飾 can imply putting a flattering finish over a problem.

Alone, 飾 cannot distinguish decoration from a figurative cover-up.

1Why does 飾 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
