What 駼 means
It is the second character in the old name 騊駼.
The Classic of Mountains and Seas, an ancient Chinese book of geography and marvels, describes 騊駼 as a beast shaped like a horse.
The early dictionary Shuowen Jiezi says 馬 marks the horse meaning and 余 the sound. Later dictionaries also connect 駼 with a fine horse, a northern state, and a historical person's name.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
