What 駿 means
A superior horse; by extension, outstanding or swift.
The Eastern Han Shuowen Jiezi defines it as a superior horse. 馬 on the left marks the horse category; 夋 on the right gives the sound. A comparative survey reports no oracle-bone, bronze, or Chu-manuscript form.
Later use extends it to great, swift, and an outstanding person, close to 俊. In Japanese, read the whole word: 駿河 is Suruga, a place-name, not horse river.
Literary in classical compounds; name-like in Japanese.
In 駿河, read Suruga; do not translate 駿 alone.

1Why does 駿 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
